Tenement building of the XIX century in Khamovniki is waiting for renovation

A two-story tenement building in Khamovniki, built in 1871, can be rented at city auction under the preferential program “1 ruble per 1 square meter”. The area of the building is 353.3 square meters, said Vladimir Efimov,Deputy Mayor of Moscow for Economic Policy and Property and Land Relations.

The tenement building put up to auction is a cultural heritage site. It is located near the Park Kultury metro station. The auction’s winner will enter into a lease agreement with the city for a period of 49 years. Within five years the investor will have to explore the site, create a renovation and repair project, implement it, and then adapt the building for modern use.

"After fulfilling the obligations on preserving the object, the auction’s winner will be able to continue taking it on lease at a reduced rate — one ruble per square meter per year. This is a general purpose residential building: it can accommodate an office, a store, a leisure or educational institution after renovation. Any individual or legal entity, including individual entrepreneurs, can take part in the auction," said Vladimir Efimov.

The main building of the town manor house is situated on the first line of Kropotkinsky Lane and is a valuable element of the compositional and planning structure of the residential quarter. This is an example of a residential building of the late XIX century, built in classic eclectic style. Inside, the layout of the apartment type has been preserved, as well as the corner stoves of that time.

"Regardless of the chosen functional use from the list of permitted ones, the tenant of the two-story mansion will have to comply with all the requirements of the preservation obligations and perform work in accordance with the act of technical condition under the Moscow City Heritage control," added Ivan Shcherbakov, Head of the Moscow Department for Competition Policy.

The city program "1 ruble per 1 square meter" was launched in 2012. It includes 24 cultural heritage sites and 19 of them have already been renovated. Right now the work is underway to preserve five more buildings. The program, at the expense of private investment, helps renovate cultural heritage sites that are in poor condition.

Electronic applications for participation in the auction are accepted until April 16, 2021, the auction itself will take place on April 24. The auction organizer is the Moscow Department for Competition Policy.
