City and state organisations located in the capital that are not involved in the preparation of the holidays will not work on December 31. Sergei Sobyanin announced this on the air of the TV channel "Russia 24".

"Of course, we cannot require that everyone not work on December 31, but for those state-funded institutions and organisations that are not involved in preparing for the New year and the related holidays, will have the day off. And we recommend, of course, that all other enterprises and organisations make December 31 a non-working day for city residents, " the Mayor said.

Vladimir Putin recommended that the constituent entities of the Russian Federation declare the last day of the year a non-working day during a joint meeting of the State Council and the Council for Strategic Development and National Projects.

At the same time, on the contrary, on the last day of the outgoing year workers in certain fields will still have a busy schedule. "It should be kept in mind that a significant part of city services workers — for power engineers, housing and communal services, transport workers, health-care workers, emergency services – will face increased on-call duty and increased workloads on this day," said Sergei Sobyanin.

The mayor of Moscow wished the citizens health and optimism in the new year. He is confident that Moscow will overcome the current difficult epidemiological situation.

"Of course, given the current situation, we need to wish everyone health, good spirits and optimism. Don't get discouraged. Yes, the situation is difficult and, yes, it is problematic, but Moscow has overcome more difficult situations in the past," he said.

Due to the difficult situation with the spread of COVID-19, the city will not hold festive mass events. Nevertheless, the metro and the Moscow Central Circle will work through the night on New Year  eve. This will prevent a large accumulation of passengers.

The city has been decorated for the New Year. Garlands, lanterns, balloons, light installations and other festive decorations have appeared on many city streets.
