Safety and security

The best models of up-to-date fire and rescue vehicles, such as cars, ships, boats, motorcycles and helicopters, were demonstrated during the municipal service vehicle parade in Sadovoye Koltso. tells about their peculiar features and how they help to save lives.

Truck crane, firefighting foam tower and fire extinguishing control unit: advanced technology for firefighters

"We cannot but admire the technology!" is what we want to exclaim looking at a firefighter extinguishing fire with a tablet in his hands, standing at a safe distance. This is how a foam tower is used, one of the samples of state-of-the-art fire and rescue equipment, demonstrated to Muscovites and Moscow guests on 14 September.  The State Fire and Rescue Centre already uses such engines.

"Firefighting Fire foam tower PPP-18 is a unique vehicle. It allows for ensuring safety of firefighters and extinguishing fire remotely: a video signal appears on the operator's screen, to correct  the direction of the water-and-foam jet. Fire extinguishing agents can be directed 30m high (about 10 floors), with the height of the water-and-foam jet reaching 40m. The foam tower has proven itself on large fires in Moscow: for example, in August 2019, a four-storey building built in 1917 caught fire at Danilovskaya Manufactory, and the situation was complicated by ultra-high temperatures. In cases of high risk for firefighters, we cannot do without a foam tower," said Head of the Fire and Rescue Centre Maxim Sharapov.

Another outstanding piece of modern special equipment is a mobile control unit, created on the basis of KAMAZ. It performs functions of a modern mobile office. It has workplaces equipped with monitors, radio stations, video surveillance system and all necessary types of communication, thanks to which rescuers can receive information automatically. According to Maxim Sharapov, its increased cross-country ability helps to get to the most remote and hard-to-reach locations, and thanks to the technical equipment, it easily becomes headquarters of rescue operations in an emergency situation zone.

Crane truck was one of the most impressive parade's participants and great background for the photos. Such equipment is indispensable in road accidents involving heavy machinery such as trucks, tankers or concrete mixers.

"Our fire truck crane is capable of lifting loads up to 70 tons. It is very helpful in dealing with the consequences of road accidents. When connected to a water source, it can extinguish fire. The operator remotely controls the foam jet," Maxim Sharapov told.

"We have already a good tradition. The first Moscow municipal service vehicle parade took place three years ago featuring 600 vehicles. It really impressed Muscovites, they liked it very much. So, at the request of residents, Moscow authorities decided to hold a similar parade this year. Last year's parade entered the Guinness Book of Records in Russia and Europe. This time, we will see much more machinery, about 700 units," said Deputy Moscow Mayor for Housing, Utilities and Amenities Pyotr Biryukov.

Waltz on the river: ships and boats rescue on the water

One of the most spectacular shows of the parade was presented on the Moskva River, in the water area from Krymsky Bridge to Neskuchny Garden. Fire and rescue vessels, boats and jet skis of the Moscow Municipal Water Search and Rescue Service, EMERCOM and State Inspection of Small Vessels demonstrated their emergency response in extreme conditions. The show was so beautiful: Polkovnik Chernyshev and Nadezhda ships were spinning around, releasing powerful jets of water, with rescue boats waltzing around them.

"Polkovnik Chernyshev fire and rescue ship is unique in Russia. She boasts the most state-of-the-art technical equipment. It is designed to extinguish large fires on the water and near the water area of the Moskva River. It can operate both independently, ejecting water from three hydraulic guns, and as an auxiliary machinery unit: 32 fire trucks can get water from the river with its powerful pumps. There is a special removable diving platform. One can arrange all the necessary equipment on the cargo deck. Polkovnik Chernyshev is an ice-class vessel, with its hull reinforced, to use it all year round," told Deputy Head of the Moscow Municipal Search and Rescue Service Sergei Ponomaryov.

Rusbot-55 rescue boats are the latest rescue machinery of the Moscow Municipal Water Search and Rescue Service.

"They are powerful, compact and spacious at the same time. They can patrol the water area, conduct water search and rescue operations, deliver rescuers to the scene," commented Sergei Ponomaryov.

They helped to rescue 83 people during the swimming season 2019, from 1 June till 31 August, with three of them brought back to life by rescuers. One man was lifted from 2.5m depth from the pond in Strogino. After resuscitation, he started breathing, and was immediately sent to the hospital. Two more victims were found in the pond in the Terletskaya Dubrava recreation area and at the bottom of the Moskva channel in Levoberezhny recreation area. They were also resuscitated on the spot. It became possible thanks to professional actions of rescuers and modern equipment which is capable to deliver them to a scene in the shortest possible time.

Round-the-clock flying emergency ambulance: getting anywhere in Moscow in 20 minutes

Unique helicopters of the Moscow Aviation Centre  — ambulance BK.117C-2 and fire Ka-32A ones were displayed after the parade on Akademika Sakharova Prospekt at the open-air exhibition, with more than 200 municipal service vehicles represented.

"Ambulance helicopter BK.117C-2 is a perfect vehicle, originally designed to save people. Lightweight, powerful and manoeuvreable, it provides everything for the convenience and safety of patients and doctors. The helicopter is equipped with a special medical wall with a ventilator, defibrillator, a syringe pump for fractional drug administration, and a monitor of vital functions. It has everything to provide medical aid as soon as possible, within an hour, since if the first-aid is provided in the first hour after the injury, the hopes to live are high,"  explained Head of the Moscow Aviation Centre Kirill Svyatenko.

This flying emergency ambulance allows for retrieving victims from any spot within 5 to 20 minutes. For this purpose, since 1 September, four crews of ambulance helicopters have been on 24/7 duty. A crew consist of two pilots, a team of the Research and Practice Centre of Emergency Care (a physician and a paramedic), and an intensivist of the Moscow Aviation Centre. For 10 years, personnel of the Moscow air ambulance saved about 6,000 people.

''As for extinguishing fires, there is nothing better in the world than helicopter Ka-32A. Very powerful, it lifts up to five tons of water, it is compact, wind-resistible, fit to work among high-rise buildings. We have developed a unique system of horizontal, vertical and lateral fire extinguishing for it," said Kirill Svyatenko.

In 2010, this system proved to be efficient when extinguishing a fire at the Almaz-Antey plant. Also, in 2012, Ka-32A helicopters participated in the elimination of the most severe fire in the Federation Tower in the Moscow City Business Centre, with the wind gusts reaching 10-15 m/s. In addition, the flights were hampered by two construction cranes next to the skyscraper, as helicopters had to manoeuvre between them, but the pilots and firefighters successfully coped with the challenge
