On 25 May, there were several public agencies that re-opened. People in Moscow can once again get their passports, driver’s licenses and various other documents issued.

Driver’s licenses and passports

Eighty-eight My Documents offices are open for business. However, prior to any visits an appointment should be made via mos.ru. It is also necessary to specify the reason for visiting a My Documents centre.

The My Documents offices located in every administrative area of the city are providing 144 services. Six other services will be available from local Interior Ministry departments.

People will be able to apply for a driver’s license, a Russian passport, and temporary or permanent residence registration at any of the centres that are now open. The government services centres in the Nizhegorodsky and Lefortovo districts will be providing cadastral registration and real estate property title registration services for properties located outside Moscow. Also by appointment only.

Seventeen offices will be accepting documents for cadastral registration and real estate property title registration from private entrepreneurs and legal entities. The remaining 84 services are still available online at mos.ru, gosuslugi.ru and the websites of other agencies.

Property and family affairs

The Department of City Property will resume accepting applications for government services and issuing responses on earlier submitted applications. The one-stop-shop service centres at 1 Bakhrushina Street, Bldg.18 and at 1 First Krasnogvardeisky Proyezd, Bldg. 21 re-opened on 25 May. Appointments are required.

The one-stop-shop service centres will not be receiving people with other inquiries yet, including calls and in-person consultations. Inquiries can be sent via email.

Civil registry offices and marriage registration palaces will continue operating as per temporary schedule. Appointments can be made via the government services website or by telephone: +7 495 777 7777.

Parking and fines

On 25 May the Moscow Transport service centre on Staraya Basmannaya Street resumed working. The opening hours are unchanged: Monday to Sunday 8 am to 8 pm. The service centre on 25 Ulitsa 1905 Goda re-opened already on 12 May.

People can file inquiries on issues concerning parking in Moscow, obtain a permit for recovering a vehicle from an impoundment lot, appeal an administrative violation and get advice on other matters.

All safety precautions are being observed at the centres. Hand sanitisers are provided inside the premises; visitors are having their body temperature measured at the entrance; employees are wearing face masks and gloves. Floor and chair markings will remind people about social distancing.

Moscow started relaxing lockdown measures already on 12 May. Industrial facilities and construction companies have returned to work. Construction of roads, schools, kindergartens and other important facilities has been resumed. Face masks are required in public places in order to protect workers, public transit passengers and shoppers.

As of 25 May car-sharing services also resumed for five-day and longer rentals. Employers can now obtain digital permits for their workers.
