40 sites of former industrial zones with a total area of more than 590 hectares will be reorganized under the Industrial Quarters project. They are located in different areas of the city. This was told by Vladimir Efimov, Deputy Moscow Mayor for Economic Policy and Property and Land Relations. Quarters with modern enterprises, housing and developed infrastructure will appear on the site of the former industrial zones.

"High-tech production facilities, public and business buildings, housing and all the necessary infrastructure for a comfortable life and work will appear in the future industrial quarters. The redevelopment will create almost 190 thousand new jobs. The planned volume of investments in projects will exceed 2.9 trillion rubles, and revenues to the city budget will amount to about 450 billion rubles a year," Vladimir Efimov noted.

10 sites are located in the south-east of the city, eight — in the west, and seven — in the south. Five more sections of the industrial zone will be reorganized in the Northern Administrative District, three — in the Novomoskovskiy administrative District, two sections each — in the Southern Administrative District and the Eastern Administrative District, and one each — in the Northern, North-Easter and Zelenogradsky Administrative Districts.

There is a plan to build more than 11.6 million square meters of real estate on the territories of the former industrial zones, added Alexander Prokhorov, Head of the Moscow City Department of Investment and Industrial Policy.

"The projects will allow creating about 4.2 million square meters of modern production facilities, and public and business facilities will occupy almost 5.6 million square meters" he said. “Housing construction is also provided here, 1.8 million square meters are planned for these purposes."

The approved draft decisions on the integrated development of territories are posted on the department's page.

The comprehensive development of the Moscow former industrial zones territory within the framework of the Industrial Quarters project will allow the city to get about 500 thousand jobs and almost three trillion rubles of budget revenues. The cumulative investment will amount to more than seven trillion rubles.

The Industrial Quarters project allows bringing into unused and virtually abandoned urban areas. The first agreement on the integrated development of territories was signed in July 2020. It concerned the Oktyabrskoye Polye industrial zone, the total area of which is 5.92 hectares. Investments in the former industrial zone development will amount to about 14 billion rubles, the budget effect will be about 1.8 billion rubles. The project implementation period is designed to last six years, but the investor plans to complete the construction by 2024.

At the beginning of November 2020, Moscow hosted the country's first tendering process for agreement on the territory comprehensive development, within the framework of which part of the Korovino industrial zone in the north of the capital will be reorganized. In June, at the XXIV St. Petersburg International Economic Forum, two more agreements on the comprehensive development of the Kuntsevo and the second section of Korovino territories were signed. In September 2021, the fifth agreement was signed — on the reorganization of the Altufyevskoye Highway industrial zone.
